How we counted
We read all 1,299 Spirit Halloween locations listed on the company’s store locator on July 29, 2026, and divided each state’s store count by its population.
Two caveats. This is a single-day snapshot taken hours after the locator went live, and Spirit says it is opening 1,575 stores this season, so the rankings will shift as the map fills in through August. And Spirit puts stores where it can lease space cheaply and quickly, so a high per-person figure says as much about a state’s vacant retail as it does about how much anyone there likes Halloween.
